Heat oil in a cooker and add the red whole chillies and whole spices. Saute them lightly till they leave an aroma.
Add onions to it and saute till transparent. Add coconut powder and saute for a minute.
Add ginger garlic and red chilli garlic paste.
Add mutton, tomatoes, all the masala powders,1 full glass of water and pressure cook for 3 whistles.
Once done, turn off the flame and wait till the steam releases. Open the lid and check for the water contents. If too liquidy, boil it again till some water evaporates and get the slightly thick gravy.
Add to it fried bhindi/okras on top or mix them in and serve hot with roti.
