Soak the chana dal for 3-4 hours and then grind it into a paste in a blender. Then add the green chilii paste along with some salt , and then steam it like we steam Dhokla.
Now heat a pan with some oil, add mustard seeds, then add the garlic [crushed], now add the grated coconut and stir, add the juice of 1 lemon along with the sugar, stir. Pour this mixture onto the dhokla that we have prepared above.
Now remove it onto a plate, cut the slices, sprinkle generous amounts of sev, some more grated coconut, coriander leaves and serve with some chutney on the side.
