Heat a large heavy bottomed vessel and add ghee.
When the ghee is hot, add besan and start to roast in on a slow flame with the help of a spatula.
Roast the besan on a low flame continuously until you get a nice aroma and it gets a little dark golden in color. It will take around 20-25 minutes.
Switch off the flame and sprinkle warm milk over the besan. Once it cools a little, then add ground sugar to it.
Grind this mixture in a grinder/mixer well.
Take the ground besan-sugar mixture in a large plate. Then add cardamom powder, dry fruits and raisins.
Mix well with you hand, then make medium sized ladoos out of it.
