Mix the salt in water and make a soft dough with this water.
Take a peas sized ball of dough and spread it on the reverse side of a fork. Press firmly.
Roll it off the fork curling it. Take care to keep the indentations made by the fork intact.
Deep fry till golden brown and drain.
Make a sugar syrup of 1 string consistency with sugar and 1 cup water.
Dip the kulkuls in the sugar syrup and spread out to dry.
Once dry, store in an airtight container.
