Wash half cup moong dal and pressure cook it adding half cup water ,upto 3 whistles.
Mash the cooked daal soft into a paste.
Add 3\4 cup of sugar .
Mix it well and boil it. Meanwhile stir the mixture in between otherwise the daal may get burnt at the bottom.Until it gets reduced to 3\4 .
By now the rawness of daal goes and both daal and milk gets blended well.
Add saffron and stir well.
Add a pinch of nutmeg powder and elaichi powder.
Add chopped badam/ almonds and pista to the kheer
Now in a kadai add 1 tbsp of ghee and add the cashew nuts and chironji seeds and fry them.
Add a little rose water
Serve hot or cold .
