Make a pliable dough with the maida, hot oil, salt and water, but not too soft. Keep aside
Heat oil in a pan, add urad dal, mustard seeds and hing. When mustard seeds splutter put in the coconut and add all the other ingredients. Fry for a while. Keep aside to cool
Heat oil for frying.
Make balls from the dough and roll into a small puri. Fill with the coconut mixture. Close on all sides properly, roll a little and deep fry.
Serve hot with tea.
