Grind the soaked rice and dal to a dosa consistency batter and let it ferment overnight.
Grease the dhokhla dish and steam it for 15 minutes.
Let it cool for 5 minutes then cut and arrange in a plate.
To prepare the tadka, take a pan and add oil to heat, once heated add in the mustard, cumin seeds, then the green chillies and lastly the hing.
Pour in 1/2 cup of water and add 2 tsp of sugar and lime juice. Bring this to a boil.
Pour this tadka on top of the dhokalas.
Serve it with green/tamarind chutney.
