Take yogurt in a bowl and add salt, sugar, cumin powder and whisk.
Take green chilly , coriander leaves, salt , sugar, mustard seeds and make a paste in mortar pestle.
Transfer this paste in yogurt along with the grated cucumber and mix it well.
Keep it at room temperature for 5 minutes so the yogurt absorbs mustard flavour and then refrigderate to chill.
Serve chilled with pakoda, or eat just like that.
