Heat a heavy bottom pan and add milk in it
Let it come to a boil then simmer the flame and let the milk reduce a little.
Next add sugar and condesed milk. Give it a good mix.
Next add soogi little by little and stir immediately to avoid formation of lumps.
Soak khoya in warm milk to dissolve it completely and pass it through a fine sieve .
Add the khoya to the milk mixture and stir well.
Add a few strands of saffron.
Pour the kheer into a matka (earthen pot) and garnish with chopped almonds and pistachios.
