in this recipe first basmati rice is cooked with whole spices, then tempering is made from butter, cumin seeds, vegetables, after that cooked rice is added to tadka and mixed.

for cooking rice-
wash the rice under running water till water runs clear, soak in enough water for at least 20 minutes.
after 20 minutes drain the rice and take this rice in a pan
add water, whole spices and salt
turn the heat on medium flame and let come to a boil
add lemon juice and then let it simmer for 15 minutes uncovered on medium-low heat
check the rice grain, it should be cooked
turn off the stove and drain the excess water using strainer
then spread the rice on a plate
let it cool for 10-15 minutes
making jeera rice-
heat butter in a pan on medium flame.
add cumin seeds, saute till cumin seeds are light brown
add carrots, capsicum and cook properly
add green chilli, salt and cook for 30 seconds
then add rice and stir gently till everything is mixed and incorporated well
turn off the stove
transfer the rice to a bowl and press with a spoon, unmould the rice onto a plate
garnish with tomato rose and coriander leaves
