Our cats themselves initiated this situation. Our neighbors recently got a small and lively dog and allowed it to roam freely outside. Smartly, our cats realize that by sitting on the fence and staring at the dog, they could provoke it without any risk since the dog couldn’t reach them. They would casually watch as the dog became increasingly frustrated.
